Here is an interesting catch from the Espresso Pundit blog about the Republic's coverage of the District 3 race. The comments section is also very interesting as well.
I see in the comments that Exurban Jon is, in fact, in favor of a property tax. I wonder what his take is on all 3 candidates for Mayor saying that they would stay away from a primary property tax.

I really need to dedicate more time to studying the various candidates for mayoral and council races. But it is sad that no one is facing the obvious truth: if Mesa wants a stable revenue stream, it must implement at property tax.
As a conservative, I usually want taxes cut. But Mesa is a rare case where they don't have the funding to provide the limited services necessary.
A sales tax rises and falls with the economy while a property tax remains much more stable over the long term. That's why we should add a low property tax side-by-side with our low sales tax, then reduce fees as an "olive branch" to Mesa residents.
Mesa residents better realize that the economy is showing signs of slowing. This means that sales taxes will decline even more. And services will degrade even more. Then property values will fall even more... not a good cycle to be in.
Call me crazy, but I would rather pay a couple hundred in property tax than tens of thousands in property value.
Agreed. We need to do something to make sure that Mesa can offer the services we need to make sure our property values don't suffer.
I just fear that another Property tax vote would just turn out like the last one. There isn't really trust out there for the council to spend money as promised.
